The City and County of Honolulu's Updated Parking and Loading Regulations

In December 2020, the City and County of Honolulu passed Bill 2 (2020), CD1, FD2. Ordinance 20-41 that resulted from passage of this bill provides a critical update to Honolulu's decades old parking and land use regulations. This ordinance repeals and replaces Article 6 of the County's Land Use Ordinance (LUO) that relates to off-street parking and loading. The ordinance makes other changes throughout the LUO to update and consolidate all parking and loading rules into one place. The most important change in Ordinance 20-41 involves the elimination of off-street parking minimums in some places and the general reduction in parking minimums island-wide. This ordinance also provides new opportunities for flexibility aimed at promoting sustainable forms of transportation and recognizes changes in technology to better accommodate electric vehicles, ride hailing services, and new forms of bicycle rack security. Other sections of the parking code largely remain the same, but are reorganized and tweaked to better meet the goals and objectives of County policies.
