Overview

Hawaiʻi Administrative Rules (HAR) Chapter 11-200, Environmental Impact Statement Rules, were last promulgated and compiled in 1996, with an uncompiled amendment in 2007 to add an eleventh exemption category for the acquisition of land and existing structures for affordable housing. Since 1996, the State Legislature has made numerous amendments to Hawaiʻi Revised Statutes Chapter 343 and Hawaiʻi’s courts have issued decisions affecting the interpretation and practice of environmental review. The Environmental Council is finalizing a process to update HAR Chapter 11-200. Office of Environmental Quality Control (OEQC) Director Scott Glenn and Environmental Council Chair Onaona Thoene will speak about the Council’s process and proposed revisions.
