Congratulations to the Newest AICPs - November 2025
The APA Hawaiʻi Chapter would like to recognize the following individuals who passed the November 2025 AICP exam. These individuals either received their certifications following the exam or will obtain their certification after completing the Planning Experience Assessment and submitting verification of employment and education.

Lisa Imata
Lisa is currently an associate with HHF Planners and has decades of experience in the private sector as a land use consultant to private and public landowners. She also has years of experience working directly for the public sector as a planner for the City and County of Honolulu’s Department of Planning and Permitting. As such she has gained extensive working knowledge of both sides (user and regulator) of County long-range plans and policies, Hawai‘i’s Environmental Review Program, and County zoning laws and land use regulations. Her recent project clients include Bishop Museum, Hawaiian Cement, Maryknoll High School, and NAVFAC Guam. Lisa hold a Bachelor of Arts in Geography and a Master of Urban and Regional Planning from the University of Hawaiʻi at Mānoa.
Evelyn Navas-Aron
Evelyn is an environmental planner at G70, supporting environmental review, master planning, feasibility studies, land use permitting, and community outreach and engagement. Her work focuses on environmental assessments and environmental impact statements, as well as stormwater best management practices and related public education and outreach. Evelyn holds a master’s degree in Urban and Regional Planning and a graduate certificate in Disaster Management and Humanitarian Assistance from the University of Hawai‘i at Mānoa. In her free time, she loves finding new foods and places to eat (open to recs!), getting outside, traveling, and planning her next trip.
Janet Meinke-Lau
Janet is a planner with over 10 years of experience helping shape the built environment here in Hawaiʻi. Currently, she is part of the team at SSFM International, where she enjoys tackling complex planning projects and finding practical, community-focused solutions. Her professional foundation was built through tenures with the City and County of Honolulu’s Department of Planning and Permitting and the Hawaiʻi Community Development Authority. These roles provided her with a deep, nuanced understanding of local zoning, land use policy, and the unique development requirements within the islands. She also draws a lot of perspective from an early, eye-opening stint working in planning in the Philippines over a decade ago.
Janet is an AICP certified planner and truly enjoys the work of improving the quality of life for our people and communities. When she is not “planning” for something, you can often find her surfing, working on her watercolor practice, or teaching watercolor painting. More info on her art is available at janetmeinkelau.com. She also has a six-year-old son who is her greatest teacher and source of joy.
